Due to a slowdown in port operations, combined with the current import peak season, Manila ports are experiencing an increased level of congestion. As a result, vessel turn times are also increasing which affects our operating costs.

In line with this, we are making an adjustment to the congestion surcharge that was previously announced. The following details both the original and newly revised surcharge:

Original Surcharge

Scope: USA and Canada to Manila, Philippines
Amount: USD 150/TEU, USD 300/FFE (dry and reefer cargo)
Effective Date (non-FMC): October 15, 2014 to October 30, 2014
Effective Date (FMC): October 15, 2014 to November 19, 2014
 

Revised Surcharge

Scope: USA and Canada to Manila, Philippines
Amount: USD 300/TEU, USD 600/FFE (dry and reefer cargo)
Effective Date (non-FMC): November 1, 2014
Effective Date (FMC): November 20, 2014
 

Please note that the effective date refers to gate-in of cargo at origin.

The productivity in Batangas port worsened over the past several weeks. The slowdown in the operations at the Batangas port in the Philippines lead to increased waiting time at the port affecting vessel turn time and resulting to delays.

In an effort to relieve the pressure in the Batangas port, please note that we will be temporarily limiting shipments to an absolute minimum. This will be done during booking stage at the origin of your cargo and will not affect the shipments that are already in the water.

Maersk Line continues to be committed to offer you a service into Batangas. As such, we will closely monitor the developments in the port and we will resume full acceptance as soon as situation improves.

On August 6, 2014 we issued an update regarding the current state of intermodal in North America. As you likely know, since that update the overall situation has not improved with the cost of inland transport and door delivery further increasing as a result of extensive port congestion, ongoing truck driver shortages, and sharply elevated rail volumes increasing limitations on availability of rail equipment.

As a result, we have filed an Import Store Door Delivery Surcharge as follows:

  • Amount: 100USD per container
  • Scope: All US import store door shipments
  • Effective date: November 25, 2014.

We will continue meeting with our terminal and intermodal partners to identify all service delivery improvement opportunities. We will do our part to address these ongoing challenges.

As you know, the National Board of Revenue (NBR) of Bangladesh introduced an automated system in July 2013 to make local Customs procedures more efficient and paperless.

To ensure that your cargo is discharged and your supply chain stays on track, we’d like to take this opportunity to remind you of the documentation requirements for shipments to Bangladesh.

It is necessary to include the BIN number (Business Identification Number) for directly consigned shipments and the AIN (Agent Identification Number) for shipments consigned to a freight forwarder.  Both the BIN and AIN numbers need to be listed in the Consignee & Notify Party address, and not in the B/L Description.

If the Consignee is a bank, the BIN number of that specific bank has to be on the BL, and the details of the specific bank must be in the Consignee Field. If a bank is not involved, the importer details have to be in the Consignee Field. Multiple or additional notify parties are not accepted.

Additionally, general commodity descriptions are not accepted. For example, “chemicals” is not acceptable because it is too general.  It should specify the technical name of the commodity. If a commodity is hazardous, the BL Description Body should reflect IMCO & UN NO.

The B/L also needs to reflect the standard names of package types such as PACKAGE/CARTONS/ BUNDLES/ROLLS/PALLETS – abbreviations will not be accepted.

From January 1, 2015 new legal requirements will come into force in Emission Control Areas (ECA) in North Europe (Including the Baltic Sea, North Sea and English Channel) and North America (200 nautical miles from American and Canadian shore), which will lower the maximum allowed content of sulphur in fuel burned in the ECA’s to 0.1% sulphur from todays 1.0%.

Fuel with a sulphur content of 0.1% is significantly more expensive than fuel comprised of 1.0% sulphur. Based on the current price difference of USD 260/ton, the additional cost to Maersk Liner Business is estimated at USD 200 Million per year.

To offset the additional cost incurred by switching to cleaner fuels in Emission Control Areas, as required by the ECA regulation, Maersk Line will introduce a new Low Sulphur Surcharge (LSS).  This surcharge will be effective from January 1, 2015 and affects all trades with origin and/or destination in Emission Control Areas.

The LSS surcharge level will be trade-specific and apply equally to Import/Export and dry/reefer cargo. You will find a complete overview of the impacted trades and the surcharge levels in the table below.

Surcharge levels will be reviewed quarterly, and will be adjusted to reflect fluctuations in the cost for low-sulphur fuels.  If you have any questions, please contact your Sales or Customer Service Representatives.

China customs has recently released the bulletin they promised containing mandatory data elements. The bulletin doesn’t contain any new data elements compared to what has been communicated earlier.

 

The authorities intend to release the penalty guidelines for the CCAM regulations. This will be the next step towards the communication of the official enforcement date. At this time, we don’t have any indications of when they intend to release this announcement.

 

Please find the additional data and formatting requirements which needs to be part of the Shipping instruction:

  • Shipper’s  name and address
  • Consignee’s  name and address
  • Notify Party, when “to order” B/L
  • Type and number of packages
  • Cargo Description on the 1st line
  • Container number
  • Seal number without special characters or spaces
  • Gross weight (kg)
  • UN code for Dangerous Goods along with contact person name and number
  • Package Quantity
